USDA ARS Subtropical Horticultural Research Station

In 2022 the USDA announced its intentions to demolish a 1913 historic structure known as Casa del Director located at the ARS station in Mayaguez, Puerto Rico or TARS. The director of TARS, Ricardo Goenaga, must explain what happenned to the money that the USDA assigned for maintenance and repairs of the historic structure given its current state of despair. Another issue that needs to be investigated in that location is the employment of the Administrative Officer, Karla Agurto by Ricardo Goenaga. Documentation obtained through FOIA shows that Agurto did not compete or were interviewed for her current position. In fact in a little more than a year she went from a GS-8 to a GS-12. Agurto does not have a bachelor's degree and had never occupied the position of administrative officer prior. Another reason to believe that where Mr. Goenaga goes, illegality ensues. Grew up in the 50's here, when it was the Plant introduction gardens or PIG. Loved the Carambola trees near entrance. Boy we're those sweet. Great Place to go.
