        As others have noted, this is a parking lot whose surface is composed largely of gravel and is quite near to Sugarloaf Mountain. In composing the surface of gravel, it saves money both upfront and in future maintenance. I assume, anyway. There was ample parking on the gravel in this lot, which happens to be near Sugarloaf Mountain. There's also a new trailhead here that leads to the existing trails to the observation decks atop Sugarloaf Mountain, and it makes the overall walk/hike a little shorter, so I can that a win-win.
