        RN that received a DUI in 2020. Signed things in fear without representation. The abuse of "random" test selection for years I endured was horrendous. Lack of support. PNAP leaving, NHP taking over, confusion with contracts. I was overwhelmed. I knew someone that had been represented by Attorney Hark in a prior case. The BEST decision I made. Not only did he place my fears at ease, he treated me like a human being. Attorney Hark is well versed in this area. Trust him, not PNAP/NHP. I won my case! Dismissed. Hire him.

        I cannot recommend Richard enough, when I called him I was at my wits end with the PHMP and my board case. I felt like I was stuck In this never ending cycle that I could not escape. I made the phone cal to Mr Hark's office in a panic and left a message. I guess word got to him how panicked I was so he stopped what he was doing to call me, explain exactly what was happening and why, and that we could get it corrected together. My case was fairly complex, and encompassed the board and PHMP on many different levels. Within a week we had a plan, and within a few months my board problems were resolved without stepping a foot in court! Again I cannot recommend Mr Hark enough, he was truly there for me every step of the way

      Mr. Allen had a huge legal issue. That is why my friend, also an attorney, referred him to me.       I understand the recent rule and probation program changes to the PHMP, PHP, SARPH, and PNAP. If you are in one of these programs, you are in a high stakes licensing gamble trying to protect your license while these programs are being re-organized. False positive drug tests, allegations of missed tests, and impairment issues while in recovery are being handled wrong by these case workers. They have no authority, make up rules and regulations on the phone, and misrepresent the program issues to every health care professional. Lets get you out of the PHMP, PHP, PNAP, SARPH at the three year mark and not the new five year contract date. I focus on every case, client, and legal issue as a professional.       The transition of the PNAP and SARPH to the PHP has wreaked havoc on every licensee in the PHMP. The mess the transition created is affecting every licensee in the PHMP, including Brian. I routinely hear about false claims of positive drug tests, case workers that don't return phone calls or emails, and allegations of contract violations with no evidence or 18 months later. Case workers then seek extensions or prosecutors file Petitions for Appropriate Relief (PAR) that automatically suspend your license. Brian experienced these same allegation and we filed a petition to terminate PHMP right away. We stopped the PAR and he kept his license. Now he is out of the program and does not have to deal with them anymore. Call me if you feel similar to how Brian described his situation. It does not matter where in Pennsylvania you live. My clients live or practice in Erie, Pittsburgh, Scranton, Altoona, Lancaster, York, West Chester, Lehigh, Allentown, Bucks and all Philadelphia regional counties.
