I worked a contract for them, about a year, and they were far below average. They did pay me every week. Trying to communicate with them was a challenge, as it was 50/50 they would answer. While working, they only contacted me if there was a problem, never asking how the contract was going (like most other temp agencies). They are a (very) small operation and seem only to care about collecting their percentage of your paycheck.

I would be very wary of this place. They are located in CA but contract in PA? Received several calls from a rude and aggresive recruiter who I could barely understand. Their website is a mess. A company should only exist if they provide a valuable good or service. These might be scammers.
