I do not attend services here, a friend invited me for Thanksgiving dinner. Food was excellent just cant figure out their reasoning

I started coming a year ago to the food Pantry because a friend of my auntie who was a volunteer here kept taking us food due to not enough people coming to request but over the last 8 months more people is coming but they are very rude and didn't want to follow rules/orders, the place had a SYSTEM ON HOW TO PICK UP FOOD THAT WAS SIMPLE #1 Do not arrive before 8 am. because the parking lot is not open, and no cars should wait on the street #2 Once in the parking lot, stay close to the car in front (do not let huge gaps in order to keep fewer vehicles off the street waiting) #3 While waiting on the street to be allowed to enter the parking lot, DO NOT BLOCK DRIVEWAYS #4 Follow the line in your vehicle until you reach the people processing your card (you previously applied to obtain it), AND THEN BE SERVED It was AN ORGANIZED SYSTEM, and people were served on a "first come" basis But today, 12/06/23 THEY MESSED UP THE SYSTEM!!! and caused total chaos!!! They wanted everyone to be in a parking spot and then go registered (my guess is to gove a rest to the volunteers walkingthroughthe vehiclesregistering the cards). Then, when they opened the line, everyone rushed, and it messed up the order that was previously with the regular system My car almost got hit several times because this people (old russian/ucranian people) DO NOT LIKE TO FOLLOW RULES and they wanted to just get in the line WE TRIED TO FORM as two volunteers were instructing us Honestly, the only thing they needed to ENFORCE was what they told previously on paper: A) Vehicles waiting on the street before 8 am will be removed B) Vehicles blocking driveways will not be served (they were supposed to obtain vehicle info to deny the service at the time of registering their card Maybe in order to implement this, they should have called a motorcycle police to patrol and remove vehicles waiting before 8 am. since some people arrive at 7 am to try to "save a spot"
