        Thomas Foley is a frivolous lawsuit attorney. He is what is known in the business as a "parasite". Preys on the weak. Avoid if possible. During the Montecito mudslide of January 2018, this scumbag filed a frivolous lawsuit against the Montecito Water District before the damage to the water lines had been fixed, causing delay in getting fresh water to people's homes.
