        Lousy Courts convicts Hispanic and African American for first or second drug offenses, but will let habitual offenders off to continue distributing drugs. And let habitual drivers drive without a license.

        Theres 3 courts mind you in Topeka, I been in court in Topeka for traffic citations, but last year probably one of my favorite judges, he was really cool, and respectful with the DA, 5 stars.
