        Property owners are not frequently on-site and do not keep them selves up to date with the frequently changing culture of its tenants. As a large complex of many different families and backgrounds, situational or circumstancial needs can arise fairly frequently. General maintenance, property upkeep and the overall need for adequate oversights of its tenants tend to be left unresponsive and for the community to resolve amongst themselves. With this being said, they use there hierarchy of power in an unjust and apathetic fashion without truly understanding the tenancy in which they control.
