        I spoke to a lady on the phone and she seemed annoyed and/or discouraged as if I was interrupting her and she needed to get back to doing whatever it was before she answered the phone. When I went online to get information It was disheartening. You must qualify which is understandable but doesn't seem like their services are for those that need assistance.
