We understand your frustrations, however, any vehicle that is presented for an enhanced inspection must meet all requirements set forth in PA PUB 645, in addition to PA PUB 45. Both publications are available online for your reference. Your vehicle, a 2006 Chevrolet Silverado, had a list of 27 failures as a result of the inspection. Even though that may seem like a lot, it is not unusual for a vehicle that has been titled as salvage/rebuilt to have many failures. A salvage/rebuilt vehicle is “one that has been deemed so damaged that it would cost more to repair the vehicle more than it is actually worth.” In review of your concerns listed, we thought it would be helpful to cite the following information for you—PUB 45, Subchapter E, 175.80, (a), (9) indicates to check all lamps and lenses and to reject if one or more of the following apply. The first line states “An exterior bulb or sealed beam, if originally equipped or installed, fails to light properly, except ornamental lights.”PUB 645, page 32 contains a chart of the lighting requirements for trucks. This chart indicates that the mandatory color for a front side marker lamp is yellow. PUB 45, Subchapter E, 175.75, (b), (1) states “A vehicle specified under this subchapter shall be equipped with a muffler or other effective noise- suppressing system in good working order and in constant operation.” While you are correct that there are no emissions for diesel vehicles, this does not mean that there are no inspections requirements for the exhaust systems on diesel vehicles.
