Cullivan Surveying

We hired Mr Cullivan to survey our property with an easement across the property of our home. Mr Cullivan came to our resident to assess the property. At that time we had an attorney involved. Mr Cullivan quoted us the price and said he would be back in a few weeks as he had other larger jobs going also. We agreed to his verbal estimate. We received a bill thru the mail for $725 which was approximately half of his quote. This was the first week in July 2021. We paid that first bill thinking he would bill for the other half after completing the survey. After three weeks we had not heard from him. I text him several times to inquire when he would be back to to do the survey. I then called him and he said he didn't do texts. Mr Cullivan said since we no longer employed our attorney he was not going to to do the survey. I started to complain to him and stated we had already paid for half of the total amount and wanted the survey completed. Mr Cullivan said I could "whine some more" and then he was going to hang up on me. And he did. Now we are out $725 and no survey. Come on Mr Cullivan, do the right thing and either refund our money or complete the survey. We are not rich people but do the right thing! Any ideas or comments from other people who would be greatly appreciated.
