You applied over the weekend for an official evaluation and provided scans of your documents. The application contract you submitted says no fewer than a dozen times that official documents are required in order to receive an Official Evaluation, so when we processed your application and emailed you on Monday, we requested the official documents to complete the evaluation of the General Secondary School Examination scans you submitted. When you said that wasn't a possibility, we offered to change your application to a Provisional Assessment for free, which allows us to evaluate your scanned copies. The Provisional Assessment does not have as much acceptance because it's based on scans, but many colleges, universities, employers, and more will accept it, which is why we offer that option. It's unclear what you want from us if it's not to evaluate the documents you said you needed evaluated in the format you said you needed. However, we have processed the refund you requested according to the cancellation policy spelled out clearly on the application contract that you checked and initialed to say you read and agreed to. I apologize for the difficulty you had in reaching us. It's a bit tricky responding to your concerns without a name or any identifying marks, but I would like to address some of your concerns. We do not *require* anyone to use an Indian partner. We offer the option for students whose academic records are from India to either mail us their original or official documents (which will be returned when the evaluation is completed), or they may use one of several paid verification services based in India, or they may make arrangements to have their documents sent directly from the Indian institution. This is all very clearly and transparently explained on our country requirements at https://transcriptresearch.com/country_requirements.pdf which is linked directly on our application form. The application form itself also says that, except for some specific, named countries, we accept official documents from the applicants themselves by mail. In addition, the status emails we send to new applicants whose documents are from India also clearly says, "Please send by postal mail or digitally direct from the issuing institution or approved digital service." We do then provide information about the Indian partners you mentioned because some people don't have their originals anymore (or don't have them with them). But again, using a third-party verification service is not a requirement for Indian credentials; it's merely an option that some people find more convenient than tracking down their originals and mailing them. As it also says on our application form, paying for rush service does not excuse the need for official documents if you require an Official Evaluation. Rush service simply means we put your evaluation to the head of the line. However, if someone submits an application without even scanned copies for us to get started on the evaluation, we can't do any of the evaluation work until the official documents arrive since we can't work on documents that we don't have.
