Pine Towers is a city owned, federally subsidized (HUD) apartment complex for the elderly and handicapped. The complex is managed by the City of Phoenix and facility managers rotate in and out on a rather arbitrary basis (the current manager has just rotated out after four years). Its location is convenient to many stores and it is closely situated to a bus stop on Thomas Rd at 36 St. upon which buses run east and west every fifteen minutes throughout the day. The complex is in transition as many apartments are in the process of being renovated. The building is safe (card access system), clean, and well maintained by its in-house maintenance staff. There is a city-managed community center on location in which scheduled functions take place. A small library/computer area and media room are located within the community center. The tenant population is highly diverse in ethnicity and age and a sense of community is somewhat lacking due to these pronounced differences - which is further exacerbated by a lack of familiar and meaningful communication between management and the community at large. Most of the tenants keep to themselves and are generally respectful of their neighbors. Pets are allowed for a small monthly fee and there are designated curbing areas for dogs. Smokers are required to attend outdoor designated smoking areas in compliance with local health codes and federal regulations. Two Resident Assistants act as intermediaries between tenants and staff and are tasked to provide a degree of oversight during the facility manager's absence (e.g. nights, weekends, etc.). In-house laundry facilities are provided for a small monthly fee. A reverse-osmosis water dispensing machine is located on site along with candy and soda vending machines (which are located within the laundry room). There is ample parking for tenants in a secured lot directly adjacent to the apartment building and community center.
